War Department, Adjutant Generals Office Washington, November 22d, 1865

(Extract.)

13. By direction of the President, so much of Special Orders, No. 338, June 28, 1865, from this Office, as dismissed Colonel Thomas M. Bowen, 13th Kansas Volunteers, (Brevet Brigadier-General, U. S. Volunteers,) is hereby revoked, and he is honorably discharged the service of the United States, of the date (June 28th) of the aforesaid order, with condition that he shall received no final payments, until he has satisfied the Pay Department that he is not indebted to the Government.
