A letter written and signed by Governor Samuel C. Crawford, of Kansas, to President Andrew Johnson asking that Col. Bowen's order of dismissal from the service be revoked.

Leavenworth Kansas July 18th 1865
Hon A. Johnson President of the U. S.
Sir: Brevet Brig Gen T. M. Bowen late Col 13th Kansas Infy having been dishonorably dismissed the service, by Special Order No. 388 dated War Dept Washington June 28th 1865, I beg to submit the following facts and earnestly solicit your favorable consideration of the same.
Gen B. entered the service as Capt. at the commencement of the late war, soon after was promoted to the rank of Colonel and served in that capacity, with distinguished gallantry until Feb last, when he was again promoted to the rank of Brevet Brig Gen and assigned to duty as such. In this capacity, he served honestly and faithfully until June 26th when he was honorably mustered out of service with his regiment, but subsequently he received an additional order from the War Dept bearing date June 28th (two days after he had been honorably mustered out of service) notifying him that he was dishonorably dismissed by your direction.
I have carefully examined the facts upon which this order of dismissal was based, and am fully satisfied that Gen. Bowen had no intention of misrepresenting any fact or deceiving any Officer of the Government. And that the whole matter was instigated by designing persons, through private malice, seeking to main and dishonor this gallant Officer.
I served in the Army with Gen. B. for almost three years and know him to be a fine reliable man, as well as a daring and skillfull Officer. In view of these facts I do most earnestly ask, that the order of dismissal be revoked, and in order that he may suffer no injustice by such an unwarranted act, I would respectfully recommend that Gen. Bowen by Breveted a Major Gen. to date from June 28th 1865, and permitted to leave the Service as he desired.
