State of Kansas Executive Office Topeka, March 12, 1863
Col. Thos. M. Bowen -
Enclosed please find commissions for yourself & Lt. Col. Wheeler. They are not ranked back because the roster does not show when you were mustered into the service, but I suppose the date of muster will control the rank and pay - if not the commissioners can be corrected.

P.S. Your recommendation of Adjt. Jas. A. Phillips will be submitted to the Governor upon his return from the East which will not be for several weeks. W.B
