Sir, I have this day recd a letter of appointment from Hon Edwin M. Stanton Secy of War announcing my appointment by the President of the U.S. as Colonel of the 13th Regt of Kansas but to rank from Oct 9th 1862 (which letter has been delayed on the way by some means unknown to me it bearing dates Nov 5th 1862 & not recd by me till today)
I accept the appointment: I was born 0ct 26th 1835 and aged 27 years. Born in Des Moine County Iowa and am a permanent resident of the State of Kansas.
Enclosed please find the oath “filled up subscribed and attesting†I would respectfully suggest that I was muster in as Col and have commanded this Regt since Sept 20 1862 and that the letter of appointment only gives the rank from Oct 9th / 62 probably by mistake
