Historical Context

The governing authority for Fort Hays State University is the Kansas Board of Regents.

In 1911, Kansas Governor Walter Stubbs appointed a three-member committee to study the state schools of higher education. Each school was governed by its own separate board. The committee made recommendations regarding the potential creation of a single controlling board for the state schools.

In 1913 the Kansas Legislature and Governor created a three member Board of Administration to oversee the five state schools (Emporia, KU, K-State, Hays, and Pittsburg).

In 1917 the Board of Administration was re-created, this time consisting of three members appointed by the Governor, along with the Governor. This board also administered the School for the Deaf as well as the School for the Blind.

In 1925 the Kansas Legislature re-vamped the Board of Administration, which now consisted of nine citizens appointed by the Governor.

A survey was conducted in 1932 to aid in the development of plans for coordination and unification.

In 1939 the Kansas Legislature implemented a Board of Regents, consisting of nine members, serving staggered four-year terms. The Governor would appoint members, who were then confirmed by the Kansas Senate. The Board also gained the power to appoint and remove executive heads, deans, professors, teachers, or other employees at the institutions under its governance.

In 1964 Wichita State University joined the Kansas Board of Regents universities.

A 1966 Constitutional amendment, approved by Kansas voters, provided for the nine-member Board of Regents and its oversight for the public institutions of higher education. Board members were appointed by the Governor, confirmed by the Senate, serving four-year staggered terms, and are representative of each congressional district.

In 1975 the authority to administer student assistance and federal programs was assigned to the Board of Regents, along with the creation of the Student Advisory Committee, consisting of the Student Senate President from each member school.

In 1976 oversight of the Kansas Technical Institute at Salina transferred to the Board of Regents. In 1988 the name of the Kansas Technical Institute at Salina was changed to Kansas State University-Salina, College of Technology.

In 1999 Senate Bill No. 345 created the current iteration of the Kansas Board of Regents, with the authority to govern the state universities, community colleges, technical colleges, Washburn University, and coordinate all postsecondary education in Kansas. Adult basic education including GED testing and regulation of private and out-of-state higher education institutions also fell to the Kansas Board of Regents.

In 2008 the final vocational and vocational-technical schools planned to either merge or affiliate with existing public institutions or seek individual accreditation. By this time the Board of Regents included six universities, nineteen community colleges, six technical colleges, and one municipal university.
